The multi-services platform (or PMS for Plateforme MultiServices) at Tincques, near Arras, has stood proudly at the entrance of the Ecopolis enterprise zone since January 2011. As part of the Pôle d'Excellence Rurale, a development project designed to help the rural communities (communauté de communes) of Atrébatie situated in the Nord-Pas-de-Calais region, the intercommunal authority headed by Pierre Guillemant, wanted to construct a building that would be exemplary in terms of eco-construction… and also in terms of budget.
